Caste Based Discrimination Complaint

As you are aware, the University Grants Commission (UGC) has been taking various steps for the Prevention of Caste Based Discrimination in Higher Education institutions (HEIs). UGC has issued instructions and guidelines for the same vide letters dated 19.07.2011, 02.07.2013, 07.03.2016, 05.09.2016, 15.05.2017, 04.06.2018, 14.09.2020 and 09.09.2021.

The HEls were requested to comply with the following action points:

• The officials/faculty members should desist from any act of discrimination against SC/ST/OBC students on grounds of their social origin.

• The University/Institute/College may develop a page on their website for lodging such complaints of caste discrimination by. SC/ST/OBC students and also place a complaint register in the office of the Registrar/Principle for the purpose. If any such incident comes to the notice of the authorities, action should be taken against the errring offical/faculty member prompathy.

• The university and its constituent/affiliated colleges should ensure that no officials/faculty members indulge in any kind of discrimination against any community or category of students.

• The University may constituent a committee to look into the complaints of discrimination received from the SC/ST/OBC Students/Teachers and non-teaching’ staff. The committee shall also include members belonging to SC/ST/OBC category.

You are requested to advise the officials/faculty members of your university/institute to be more sensitive while dealing with incidents of caste discrimination. The above instructions should also be circulated to all the constituent and affiliated colleges of your university for follow-up action.

You are also requested to provide the information for the years 2021-22 and 2022-23 in the prescribed format (copy enclosed) on the University Activity’ Monitoring Portal (DAMP) of UGC at the link https://ugc.ac.in/uamp/) at the earliest and not later than 30th May, 2023.
